Welcome to our website for the Paraguayan Embassy in Japan.
Since my appointment as Ambassador in December 2009, it has been a great honor and privilege for me to represent the Government of Paraguay and to strengthen existing friendships between both nations, while also promoting the culture of our country and its potential as a prosperous destination for Japanese investments.

Curriculum Vitae of Ambassador
A naturalized Paraguayan, Ambassador Naoyuki Toyotoshi was born in Japan in March of 1936. After graduating as an Economist from the University of Waseda in Tokyo, he moved to Buenos Aires, Argentina where he worked for nine years before finally settling in Asunción, Paraguay in 1969.
In that same year, he founded Toyotoshi SA., an importer of Honda and later Toyota cars in Paraguay. Throughout the years, he established seven other companies in the same country and five in Canada related to the automobile, shipping, cattle farm, and mobile communications industries, currently employing over 800 people only in Paraguay.
Ambassador Toyotoshi has been a key member of the various professional, social and sports groups he participates in. As such, he was a founding member and President of the Japanese Chamber of Commerce and Industry in Paraguay and the Paraguayan-Japanese Chamber of Commerce, President of the Japanese Association in Asuncion and Federation of Japanese Associations of Paraguay, as well as the President of the Paraguay-Japan Foundation.
In 2001, he founded and presided the Japanese-Paraguayan School Foundation which mission is to provide an integral education to Paraguayans and Japanese descendants in Paraguay while promoting the core values of Paraguayan and Japanese culture.
In recognition of his personal merits and dedication to the economic progress of Paraguay, the Paraguayan Government bestowed him with the Merit of Honor in 1991 and the Degree of Commander of National Order of Merit Decoration in 1998. Likewise, the Ministry of Foreign Affairs of Japan bestowed him with the Merit of Honor in 2006 followed by a decoration for the Order of the Rising Sun, Gold Rays from His Imperial Majesty Emperor Akihito in the same year.
His Excellency Mr. Naoyuki Toyotoshi has been Ambassador Extraordinary and Plenipotentiary of the Republic of Paraguay in Japan since December 2009, and has been working ever since to reinforce the 93 years of friendship between these two nations while promoting Paraguay’s culture and potential as a fruitful location for Japanese investments
In July of 2013, Ambassador Naoyuki Toyotoshi received the award “Presidency of the Republic to companies or persons that contribute to Paraguay´s industrial development” for his efforts as Head of Mission in Japan to promote foreign direct investment in Paraguay in non-traditional sectors such as automobile parts and food processing.
